Neighbor Spotlight: A Conversation with Sherry Weir

In our latest neighbor spotlight, we sat down with a member of the WWHOA Rules & Process Review Committee Sherry Weir to discuss why reviewing our governing documents isn’t just important—it’s essential to building a stronger, fairer community.

  1. What first led you to take a closer look at the 2017 amendments?
    I started looking into the 2017 amendments after hearing concerns from neighbors about fines
    that felt excessive for what seemed like minor issues. That prompted me to review the actual
    language and process behind those amendments. Once I began comparing them to Florida
    law—especially the newer statutes that emphasize homeowner rights—I realized we needed a
    review to understand how and why those situations happened in our community.
  2. Can you explain what the Rules & Process Review Committee does and
    why it’s important?
    The committee reviews our governing documents, rules, and enforcement processes to make sure
    they are legally sound, clearly communicated, and fair to everyone. We’re here to help the
    community stay aligned with Florida law and to protect both the Board and homeowners from
    preventable risks or confusion. It’s about building trust and transparency.
  3. What surprised you most during your review of the amendments?
    I was surprised to find how many changes—especially from 2017—were missing required steps,
    such as proper certifications or member approvals. These oversights may not have been
    intentional, but they still affect whether those amendments can be enforced today.
  4. Why is unanimous consent so important when changing voting rights in
    our HOA?
    Changing voting rights affects the balance of power in a community, and our Declaration of
    Covenants and Restrictions protects our members from having their rights altered without full
    agreement. That’s why unanimous consent is required—it’s a safeguard to ensure everyone’s
    voice remains equal.
  5. How do the fine-related changes from 2017 affect homeowners today?
    Some of those changes expanded the scope and size of fines, and they’ve caused confusion or
    even hardship in some cases. If those changes weren’t adopted properly, they may not be
    enforceable—and that creates risk for the HOA and frustration for residents.
  6. What’s a common misunderstanding homeowners might have about fines
    or HOA rules?
    Many people assume that once a rule is written down and recorded, it must be valid. But if it
    wasn’t adopted through the proper process, it may not hold up legally. We’re working to bring
    clarity and consistency so everyone understands what’s enforceable and why.
  7. What would you say to someone who feels like “it’s too late to fix what’s
    been done”?

It’s never too late to do the right thing. We’re not looking to assign blame we’re looking to make improvements. The sooner we address these issues, the stronger and more unified our
community will be.

  1. What’s your vision for a more transparent, homeowner-first HOA?
    I want to see an HOA that communicates clearly, listens to its residents, and operates with
    transparency and consistency. That means fewer surprises, more participation, and a focus on
    fairness over enforcement.
  2. How can residents get involved or support the committee’s
    recommendations?
    Stay informed, ask questions, and get involved—whether that means attending a meeting, joining
    a committee, or simply staying engaged with what’s happening. Every homeowner’s voice
    matters, and your input helps guide the work we do.
  3. Is there anything else you’d like to say to your neighbors?
    Absolutely—this committee is just getting started. Our goal is to ensure that our rules reflect the
    kind of neighborhood we’re proud to call home—one grounded in fairness, transparency, and
    respect. As Florida laws continue to evolve, we’ll stay committed to keeping our community’s
    policies current and focused on protecting homeowners’ rights. We want every resident to feel
    heard, informed, and valued.
